You can rank high at Google and as well as on other search engines too, by using proper website optimization, link building and using some more ways. Google has been launched since 1997. Since then, it has showed outstanding performances, till today. People have begun to trust it blindly and use it as their primary search engine. First of all you will get more importance in search engine listing, due to increased ranking at google. Second you would also get many visitors from these inbound links, resulting in overall increase in your website traffic. Just building incoming link does not mean that sending 100 doorway pages on internet, make 10 small websites without quality contents containing your link, or participate in schemes using machine generated pages. But remember these schemes had proved themselves in past but they could be even harmful for your website and it is better if you keep yourself away from them. I would like to advice you that search for some good and nice content websites, with good ranking, related to your website. Now offer them to exchange links with each other telling them some benefits. Be brief. If you really have nice content website, other website would not have any hassle in exchanging links.

 You should send email only once but if you are so desperate and want to really share link with that website, then send one more email regarding no reply was sent after 2 weeks of sending first email. You should be as polite as possible. Try to point them where you want your link to be added. If you already add their link in your website before sending first email and tell them in your email that you have already added their link in your website, it could sometimes make your case. But if other webmaster still do not add your link then you can remove his link after waiting 2 weeks.

Write Reviews

When you have visited a website then it is better you check their guest book. Write a review for their website. Tell them how useful their website is, how easy is to navigate and get required information. As a fee, add your link as a signature. This really could prove useful technique. As a result your site reference value will increase in search engines.

Web Forums

This is the best place if you really want to build incoming links for free and as well as you would also get free traffic from forums. Use your website links as signatures and just communicate with members frequently and as a result you can have many links in whole web forum. So join as many forums as possible. Avoid promoting your website directly, if you do so, you can be accused of SPAM.
